Resolution Authorizing Execution of the Sussex County Farmland Preservation, Recreation, and Open Space Trust Fund Trails Grant Agreement for the FY2026 Trails Grant Application Submitted by the Township of Fredon Requesting $24,080.90 for the Lodestar Park Trail Realignment, Expansion and Signage Initiative

WHEREAS, the Sussex County Board of County Commissioners established the Sussex County Trails Grant Program (“Trails Grant Program”) on August 11, 2021, authorizing monies from the Sussex County Farmland Preservation, Recreation, and Open Space Trust Fund (“Trust Fund”) for the construction, rehabilitation, restoration, and maintenance of publicly owned, shared use trails on permanently preserved public land; and

WHEREAS, the Township of Fredon submitted an application to the Sussex County Trails Grant Program for FY2026 requesting a grant in the amount of $24,080.90 for the Lodestar Park Trail Realignment, Expansion & Signage Initiative (the “Approved Project”); and

WHEREAS, the Sussex County Open Space Advisory Committee reviewed the Township’s application, determined that it conforms with the Open Space Trust Fund Rules and Regulations, and recommended on June 25, 2026 that the Sussex County Board of County Commissioners award a Trails Grant to the Township for the Approved Project; and

WHEREAS, on July 22, 2026, the Sussex County Board of County Commissioners adopted a resolution approving the FY2026 Trails Grant Program application and grant request submitted by the Township of Fredon in the amount of $24,080.90; and

WHEREAS, the award of the grant is subject to execution of the Sussex County Farmland Preservation, Recreation, and Open Space Trust Fund Trails Grant Agreement (“Agreement”) between the County of Sussex and the Township of Fredon, copies of the Sussex County resolution and the Agreement being attached hereto; and

WHEREAS, the Township Committee has reviewed the terms and conditions of the Agreement and finds it to be in the best interest of the Township to accept the grant and execute the Agreement; and

WHEREAS, the Township agrees to administer and complete the Approved Project in accordance with the Agreement, the Open Space Trust Fund Rules and Regulations, and all applicable state, local, and federal laws;

NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Fredon, County of Sussex, State of New Jersey, as follows:

1. The Township Committee hereby accepts the FY2026 Sussex County Trails Grant in the amount of $24,080.90 for the Lodestar Park Trail Realignment, Expansion & Signage Initiative.
2. The Mayor and Municipal Clerk are hereby authorized and directed to execute the Sussex County Farmland Preservation, Recreation, and Open Space Trust Fund Trails Grant Agreement, and any other documents necessary to effectuate the purposes of this Resolution, on behalf of the Township of Fredon.
3. The Township of Fredon agrees to comply with all terms and conditions of the Agreement and the Open Space Trust Fund Rules and Regulations, including administration and completion of the Approved Project, financial recordkeeping and audit requirements, and land use restrictions applicable to the Approved Project.
4. A certified copy of this Resolution shall be forwarded to the Sussex County Board of County Commissioners, the Sussex County Division of Planning and Economic Development, and such other parties as may be required.
