Awarding Contract for Lodestar Park Athletic Field

Whereas, the Township of Fredon (the “Township”) duly advertised for sealed bids for the Lodestar Park Athletic Field Improvements project, in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and

Whereas, sealed bids were publicly opened and read at the Fredon Municipal Building, 443 Route 94, Newton, New Jersey 07860, on September 3, 2026; and

Whereas, eight (8) bids were received, and the bids received were reviewed and tabulated, and the Township Engineer, Harold E. Pellow & Associates, has recommended award of contract to the lowest responsible bidder, as set forth below; and

Whereas, the Township Committee has determined that the bid submitted by D. Torluccio Landscaping, in the amount of $92,097.12, is the lowest responsible bid received and is in the best interest of the Township to accept; and

Whereas, this project is funded through a combination of the NJDCA Local Recreation Improvement (LRI) grant not to exceed the amount of $67,700.00, a Recreation Commission contribution in the amount of $12,500.00, and Open Space Fund monies in the amount of $20,000.00; and

Whereas, $30,000.00 of the bid amount is attributable to the construction of dugouts, and the Township Committee must determine that this portion of the work constitutes an eligible capital expense for purposes of the Open Space Fund prior to the application of those funds to this item; and

Whereas, engineering expenses and the storage shed required under the grant scope are not covered by the base bid or the funding sources identified above and will require separate funding to be identified; and

Whereas, the Chief Financial Officer has certified that funds are available for this purpose, as evidenced by Certification No. _____________;

Now, Therefore, Be It Resolved, by the Township Committee of the Township of Fredon, County of Sussex, State of New Jersey, as follows

The contract for the Lodestar Park Athletic Field Improvements is hereby awarded to D. Torluccio Landscaping (the “Contractor”), located at 4 Marion Court, Fairfield, NJ 07004, not to exceed the amount of $92,097.12
The Mayor, Municipal Clerk, and/or such other officials as may be necessary are hereby authorized and directed to execute the contract documents on behalf of the Township, subject to the Contractor’s submission of all required insurance certificates, performance and payment bonds, and other documentation required by the contract specifications and applicable law.
A certified copy of this Resolution shall be forwarded to the Contractor, the Township Engineer, the Chief Financial Officer, the Recreation Commission, and the Municipal Clerk’s file.
