RESOLUTION 2026-85

Resolution Appointing Michelle Estremera as Municipal Court Administrator for the Shared Municipal Court of the Town of Newton and the Township of Fredon Due to the Retirement of Kathleen Quinn, CMCA

WHEREAS, the Town of Newton and the Township of Fredon have entered into an agreement to share a municipal court arrangement to be hosted in the Town of Newton; and

WHEREAS, pursuant to the Agreement, the Township of Fredon is required to appoint the municipal judge, court administrator, prosecutor, and public defender currently serving the Court; and

WHEREAS, Kathleen Quinn, CMCA, has retired from her position as the Municipal Court Administrator for the Joint Municipal Court; and

WHEREAS, the Town of Newton has appointed Michelle Estremera to fill the vacancy of Municipal Court Administrator; and

WHEREAS, it has been determined that Michelle Estremera, C.M.C.A., best meets the qualifications to fill the vacancy of Municipal Court Administrator; and

WHEREAS, the Township Committee of the Township of Fredon desires to concur with said appointment in accordance with the shared services agreement.

NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Fredon, in the County of Sussex and State of New Jersey, that Michelle Estremera, C.M.C.A., is hereby appointed as the Municipal Court Administrator for the Shared Municipal Court of the Town of Newton and the Township of Fredon, effective August 1, 2026, to serve in accordance with the terms of the shared services agreement.

I hereby certify the foregoing to be a true and correct copy of a resolution duly adopted by the Township Committee of the Township of Fredon, in the County of Sussex, New Jersey, at a meeting held on July 22, 2026.
